Asia Pacific urged to invest in solar energy
ADB President Haruhiko Kuroda urged Asian-Pacific governments to invest in solar energy to help ensure environmentally sustainable growth. He also took the opportunity during the opening the second meeting of the Asia Solar Energy Forum in Tokyo to announce that ASEI will increase the amount of solar power generated in the Asia and Pacific region six-fold to 3,000 megawatts by mid-2013.The forum, a major component of the Asia Solar Energy Initiative or ASEI, is the premier platform for sharing solar energy knowledge, tracking solar development projects, and discussing new solar power proposals and incentive mechanisms.The Asia Solar Energy Initiative or ASEI is a major program launched by the Asian Development Bank in May this year to identify and develop large capacity solar projects Mr. Kuroda noted that Asia and the Pacific's high economic growth rates, continuing population growth, and current and projected energy demand gap provide a huge market opportunity and potential for solar energy development."Asian countries will need to aim to maintain economic progress and improve energy security, while simultaneously charting a new low-carbon development path," he said.Mr. Kuroda hailed Asia and the Pacific's embrace of renewable technologies, such as solar energy, which he said should benefit from finance and technology transfers from developed countries irrespective of the formal outcome of the COP-16 negotiations.

A Brown subsidiary to fully acquire DMCI Concepcion
Palm Thermal Consolidated will buy 100 percent of the outstanding capital stock of DMCI Concepcion Power Corp. The former is a wholly- owned subsidiary of Brown Co. A Brown’s other subsidiary, Panay Consolidated Land Holdings Corp., will also acquire 30 hectares of land from DMCI Power, the parent firm of DMCI Concepcion Power. According to A Brown, the two agreements may only take effect once DMCI Power has complied “with certain conditions precedent, including obtaining the requisite corporate and regulatory approvals, and after the conduct of satisfactory due diligence.” The acquisition of DMCI Concepcion by A Brown would mean that the holding firm could take over the Consunjis’ planned coal-fired power project. DMCI Concepcion has a 100-megawatt coal fired power plant project in the pipeline. It was supposed to pursue the project in Iloilo as soon as it had firmed up energy supply agreements with the electric cooperatives on the islands of Panay and Guimaras. A Brown announced that it will also acquire all the outstanding capital stock of Hydro Link—a newly incorporated company whose purpose is to engage, conduct and carry on the business of developing, constructing, operating, repairing and maintaining hydro-electrical plants and systems, as well as other power generating or converting stations.

Meralco foresees reduction in October generation charges
Meralco sees a reduction in its October generation charge following decreases in the generation cost of Independent Power Producers. According to the Manila Electric Company, the IPP rates dropped by US$0.0027 per kWh on the average with Quezon Power Philippines Ltd. registering the biggest reduction of US$0.0062 per kWh. Both the Sta. Rita and San Lorenzo power plants likewise decreased by US$0.0021 and US$0.0015 per kWh, respectively. The reduction in IPP rates is largely due to the higher capacity factor for all three IPPs, resulting to lower fixed cost per kWh. For the supply month of September, the capacity factor for QPPL, Sta. Rita and San Lorenzo reached 96.7 per cent, 92.29 per cent and 96 per cent, respectively. Meralco has always emphasized that if the IPP plants reach higher dispatch levels, this will result in lower power rates charged by these plants. Meralco said NPC rates are also expected to decline due to the reduction in its Fuel and Purchased Power Cost Adjustment and Foreign Exchange Adjustment rates for August 2010 as ordered by the Energy Regulatory Commission. The generation charge, which is the electric bill’s biggest component, averages about 60 percent of the customer’s average monthly power bill.
