Philippines' energy department unveils circular to reduce power demand
ILP participants will be disconnected.
It has been noted that the Department of Energy (DOE) has issued a circular for the disconnection of the Interruptible Load Program (ILP) participants from the grid.
According to a research note from Maybank Kim Eng, this temporarily reduces power demand by turning on generator sets.
The circular aims to complement the Energy Regulatory Commission’s (ERC’s) expanded ILP scope that included contestable customers (CC), directly connected customers (DCCs) and the National Grid Corp of the Philippines (NGCP).

In addition, the circular orders that trading participants, which use power from ILP participants, are required to submit the schedule of bilateral quantities of the CCs or DCCs.
The DOE orders WESM operator, Philippine Electricity Market Corp to formulate and publish the necessary protocols to allow for the adjustment of the WESM process during the activation of ILP.
