Philippines delays transmission system improvement by 5 years
The time frame for improving the electricity transmission system in the Philippines has been extended from 10 to 15 years.
The investments are to be undertaken by the National Grid Corporation of the Philippines.
“For purposes of grid planning by the regulated transmission entity, long-term studies employing a planning horizon of 15 years are required to be conducted in order to determine the most beneficial technologies to serve long-term system requirements and identify strategic power corridors,” the Energy Regilatory Commission-issued guidelines have noted.
The transmission planning guidelines, the ERC pointed out, will set the direction as to how NGCP will assess its capital expenditure requirements that must be integrated in its filing for tariff schedules based on performance-based regulation.
The ERC noted that the guidelines have been intended “as a best practices guide” for the transmission operator in its upgrading and expansion investment plans for the country’s power transmission highway.
ERC Chairperson Zenaida G. Cruz-Ducut emphasized that “the overall goal of the transmission planning activity shall be the identification of the least-cost alternative” that can at the same time ensure security and reliability in the country’s electricity system.
