TransCo Prepares For FIT-All Filing

For the grid-integration of renewable energy (RE) resources to pick up pace, the National Transmission

Corporation (TransCo) has indicated that it is now preparing for its filing of the feed-in-tariff allowance

(FIT-All) that will be levied on the allowed RE installations.

This was following the recent confirmation of the Energy Regulatory Commission (ERC) that TransCo will be the

designated FIT Administrator for the FIT-All to be collected from all electricity ratepayers.

ERC executive director Francis Saturnino Juan has emphasized that since TransCo will be the FIT administrator,

it will also be in the best position to calculate and file for the FIT-All to be passed on to consumers.

“We have assigned some TransCo employees to handle this new task and they have started preparing (for the

FIT-All filing),” TransCo president Rolando T. Bacani has noted.

He stressed that the company has been attending meetings and coordinating with the National Renewable Energy

Board (NREB) as well as with the Renewable Energy Payment Agreement (REPA) sub-committee so it can keep itself

abreast of the developments in the sector.

Bacani noted that the ERC filing of the FIT-All “will come in due time,” further stressing that the company has

yet to receive the decision of the ERC and will still need to study its duly-designated functions as fleshed

out in the Order.

He indicated that NREB also offered help for the company to fast-track its “learnings” on the FIT-All

calculations as well as the related concerns on the matter.

It must be noted that the technical working group of the NREB initially came up with its own FIT-All estimates.

The amounts could range from P0.03 to P0.05 per kilowatt-hour (kWh) based on the approved FITs per RE

technology.

The first batch of FIT-All pass-on is expected to be reflected in the consumer bills until 2015; the timeframe

when the initial installations of 750 megawatts have also been set by the Department of Energy.

Depending on the installed capacity of the projects to be implemented, there are also proposals for the filings

to be done with “differentiated FITs,” which means that projects with larger capacities will be receiving lower

FITs.
