Tokyo Gas will invest in Tokyo Electric Power Company's $3.9 billion project at the Sodegaura power plant in Chiba, east of Tokyo.
Tepco is looking to replace the four decades-old gas-fired power generation units at 3,600-megawatt the Sodegaura plant with new ones.
The construction of the first unit is likely to be completed by 2017.
