India issues guidelines for 'Incentives to DISCOMs' under PM-Surya Ghar scheme

India’s Ministry of New and Renewable Energy has issued operational guidelines for the 'Incentives to DISCOMs' under the PM-Surya Ghar: Muft Bijli Yojana.
The scheme, with a budget of ₹75,021 crore, is set to be implemented until the fiscal year 2026-27.
Distribution companies (DISCOMs) will act as State Implementation Agencies (SIAs), tasked with facilitating key measures such as the availability of net meters, timely inspections, and the commissioning of installations.
The 'Incentives to DISCOMs' segment has a dedicated financial outlay of ₹4,950 crore, integrating funds previously allocated under the Grid Connected Rooftop Solar (GCRT) Phase II programme.
Incentives will be provided based on additional rooftop solar capacity installed beyond a baseline.
Additionally, DISCOMs will receive 5% of the benchmark cost for increasing capacity by 10% to 15%, and 10% for increases over 15%. A rewards system will also be introduced for field staff.
